From 2,563 Applications to the Final Stage — How Fairness, Rigor and Excellence Guide Every Decision
When the Angola Brilliant Minds Scholarship closed on 31 January, a total of 2,563 applications had been submitted from across the country.
Behind that number is more than interest.
It represents trust, ambition, and belief in a fair national process.
To provide clarity on what is happening now, we spoke with Mariano Chiteno, Coordinator of the Selection Committee, who leads the documentary qualification phase of this year’s programme.
👤 Who Is Leading the Review Process?
Mariano Chiteno serves as Coordinator and member of the six-person review team, operating under senior supervision within the programme structure.
He was part of the first edition of Angola Brilliant Minds and now helps oversee the most sensitive stage of the process: ensuring that every eligible application is reviewed carefully and fairly.

For the Committee, this volume confirms something powerful:
The programme is nationally recognised, trusted, and seen as a legitimate pathway to excellence.

🧠 Why Every Application Is Reviewed Individually
There are no automated eliminations.
There are no algorithmic filters deciding who advances.
Each application is reviewed person by person.
Every document is examined.
Every requirement is verified.
Every case is handled separately.
This guarantees that decisions are based on defined criteria — not assumptions.
👥 How the Committee Is Structured
To ensure fairness and efficiency:
- A team of 6 dedicated reviewers was assembled
- Overseen by a 7th senior supervisor
- Each reviewer was assigned around 200 applications
This structure ensures:
- Equal workload distribution
- Consistency of standards
- Completion of the review phase within one week
The qualification process is rigorous and sensitive.
It demands attention, focus, and neutrality.
📏 What Standards Are Applied?
Applications are reviewed using clearly defined criteria, including:
- Age eligibility
- Academic performance
- Motivation letter
- Ability to follow instructions
- Basic academic understanding in English
- Intended field of study (STEM only)
But excellence is not measured by grades alone.
🏆 What “Top Candidates” Actually Means
The programme is identifying:
- The 10 strongest candidates from Luanda
- The top 2–3 candidates from each province
However, “strongest” does not simply mean highest average.
The Committee looks at:
- Intellectual ability
- Clarity of ambition
- Motivation
- Academic consistency
- Ethical character
- Potential to positively impact communities
Academic excellence shows achievement.
Potential shows growth capacity.

⚖️ How Errors Are Treated
Minor administrative mistakes are assessed proportionally.
If a candidate submitted most required documents and demonstrated clear eligibility, small technical errors are not automatically disqualifying.
However, completely missing mandatory documents are treated more strictly.
Each case is reviewed individually.
